Law 79/2021 is the statute that makes a valid entry visa the general condition for a foreigner entering Albania (art. 6(1)(b)) and vests in the Council of Ministers the power to approve the visa-free country list (art. 29(1)); VKM 858/2021 is its implementing regulation, which is why the rows cite the VKM for the lists and the Law for the underlying obligation and duration.
Point II.A.3 exempts from the visa obligation, for entry and stay up to 90 days in 180, nationals who hold the listed valid and previously-used Schengen, US or UK multiple-entry visas or residence permits, or a UAE 10-year residence permit; these are documents the traveller holds, so the condition is PER_TRAVELLER. Iran is excluded by point 3.1.

Visa-free, 90 days
The exemption is given only for tourist purposes (“për motive turistike”) and only to a traveller presenting the travel document “pasaportë”; a Saudi or Qatari national travelling for another purpose, or on another travel document, is not covered by it.
The decision states that it enters into force after publication in the Official Gazette, and the exemption it grants runs only from 15 April 2026 to 31 December 2026; the grant exists only if that commencement has occurred and today falls inside the window.
