IRPR Part 2 Division 1, s.7(1), creates the temporary resident visa obligation and s.7.1(1) creates the eTA obligation that this regime answers; s.190 and Schedule 1.1 (separately fetched pages of the same regulation) grant the exemptions from that obligation. It is the instrument that imposes the requirement, not a description of it.
Schedule 1.1 is the list paragraph 190(1)(a) points to: being on it makes these 47 issuers' citizens exempt from the temporary resident visa requirement. As visa-exempt nationals entering by air, s.7.1(1) (fieldSources) then requires them to obtain an eTA, so advance authorization is required and its kind is ETA.
