The MOFA inbound table is the responsible ministry's consolidated statement of the visa-free entry regime for Korea: its '[외국인용]' section enumerates the countries/regions whose ordinary-passport holders may enter Korea without a visa, with each entry's stay and legal ground (협정/상호주의/일방적 면제). The default — that a visa is required in principle — is stated by the ROK Embassy pages (keta-ireland: 'Country not-eligible for K-ETA → Visa'). The underlying statute (Immigration Control Act Article 7) could not be fetched because law.go.kr renders via JavaScript; the MOFA table and the MOJ K-ETA portal list are the authoritative administrative sources actually held.
The ROK Embassy in Italy states that Italy, Vatican City State, San Marino and Malta are exempt from the K-ETA obligation (the exemption runs to 31 December 2026), so Holy See and San Marino nationals enter visa-free without K-ETA; the K-ETA portal gives each a 30-day stay.
