The Immigration Decree (Cap 93) is the statute that creates the entry-permit regime: s.16 grants the visitor's permit to any qualifying person and fixes its maximum validity at three months, s.16(5) makes the permit the authority to enter and remain, and s.13(1)(a) exempts citizens from the permit regime. The department's 'Visiting Seychelles' page administers this scheme - reporting the operational position (no advance visa, permit on arrival) - rather than creating it.
Section 16(1) of the Immigration Decree grants the visitor's permit to 'any person' who is not a prohibited immigrant or existing permit-holder, and s.16(2) fixes the permit's initial validity at a period not exceeding 3 months from the date of issue; read with the department's statement (fieldSources.entryMode) that the permit is issued on arrival and no visa is required, this is the visitor's on-arrival permit entitlement and its three-month stay.
