The consolidated Visa Regulation No. 3 of 1997 (نظام التاشيرات رقم (3) لسنة 1997 وتعديلاته), published as a PDF on the Ministry of Interior's own host, is the instrument that creates the entry-visa obligation: Article 3 makes a visa the means of entry for foreigners, and Article 2 defines the foreigner (الأجنبي) as anyone not holding Jordanian nationality, which puts Jordanian citizens outside the visa regime. The MOI's restricted-countries schedule and the fee/e-visa pages implement this regulation rather than creating a separate obligation.
The official Jordan government portal states that Jordan offers visa on arrival to citizens of many countries and that tourist visas allow a stay of 1 month; the one-month figure matches the Jordan Tourism Board's 'valid for one month', so the on-arrival stay for this non-restricted class is one month.
