The Immigration Department's 'Visit Visa / Entry Permit Requirements for the HKSAR' chapter is the operative publication that imposes a visa-free period or a visa requirement on each nationality for visits and transits to Hong Kong, published by the department that administers entry control under the Immigration Ordinance (Cap. 115); it creates the visitor entitlement rather than reporting one created elsewhere.
Timor-Leste is not one of the countries listed in the 225-row table, so its nationals fall under the final catch-all row, which grants nationals of other foreign countries a 7-day visa-free visit.
