Décret n°64-169 du 15 décembre 1964 (J.O. 20 janvier 1965), as amended by décrets n°2012-031 and n°2024-042, is the instrument that CREATES the obligation: its Article 3 requires foreign nationals who are not nationals of a convention state to hold a Mauritanian consular visa, and its Article 2(d) caps the stay of tourists at three months. The ANRPTS portal administers that obligation as an online e-visa; it describes, it does not create.

The ANRPTS official portal data enumerates the 11 states with which Mauritania has signed mutual visa-exemption agreements; each of the issuers on this row is one of those states, so they enter Mauritania without arranging a visa in advance.
