Taiwan residents holding a valid "Mainland Travel Permit for Taiwan Residents" may enter Hong Kong as a visitor and stay for up to 30 days irrespective of whether they are transitting through Hong Kong to/from the Mainland or coming to Hong Kong for visit, provided normal immigration requirements are met.

The Immigration Department's 'Visit Visa / Entry Permit Requirements for the HKSAR' chapter is the operative publication that imposes a visa-free period or a visa requirement on each nationality for visits and transits to Hong Kong, published by the department that administers entry control under the Immigration Ordinance (Cap. 115); it creates the visitor entitlement rather than reporting one created elsewhere.

The Immigration Department's entry-arrangements page states that Taiwan residents holding a valid Mainland Travel Permit for Taiwan Residents (Tai Bao Zheng) may enter as a visitor for up to 30 days, so a Taiwan resident holding that permit may visit without advance authorisation.

    The registrant must be a Chinese resident of Taiwan who was born in Taiwan or was born outside Taiwan but has been admitted to Hong Kong as a Taiwan resident before, and must not be in possession of a travel document issued by other authorities outside Taiwan except the Mainland Travel Permit for Taiwan Residents and an ImmD Entry Permit.
