A visa national as set out in Appendix Visitor: Visa National list must obtain entry clearance as a Visitor (visit visa) before arrival in Jersey. … V(J)17.2. Entry clearance and leave to enter as a visitor will be granted for the periods set out in the following table: … (a) Standard up to 6 months, except: Visitor … VN(J) 1.1. A person who meets one or more of the criteria below needs entry clearance (a visa) in advance of travel to Jersey for any purpose, unless they meet one of the exceptions set out in VN(J)2.1. and VN(J) 2.2. (subject to VN(J)2.3.). (a) Nationals or citizens of the countries or territorial entities set out in the current version of the UK Immigration Rules in Appendix Visitor; (b) stateless people; and (c) people travelling on any document other than a national passport, or, in the case of a person to whom paragraphs 11A and 11B apply, a national identity card, regardless of whether the document is issued by or evidences nationality of a state not listed in VN(J) 1.1. (a), except where that document has been issued by Jersey or the United Kingdom.

The Jersey Immigration Rules are laid down by the Minister for Home Affairs under the Immigration Acts as extended to Jersey by the Immigration (Jersey) Order 1993; they create the obligation to obtain entry clearance (a visa) before arrival for visa nationals and an ETA for ETA nationals. The UK appendices are incorporated by reference and supply the nationality lists; they describe who the Jersey rule reaches, they do not create the Jersey obligation.
The Appendix V(J) introduction states that a visa national must obtain entry clearance (a visit visa) before arrival in Jersey; VN(J)1.1(a)-(c) defines who is a visa national — nationals of the countries in the UK Appendix Visitor list, stateless people, and travellers on non-national passports — and V(J)17.2 caps the Standard Visitor stay at up to 6 months.

The ETA route applies to a national included on the ETA National List; for Taiwan the UK ETA list limits the exemption to those who hold a passport issued by Taiwan that includes in it the number of the identification card issued by the competent authority in Taiwan.
