Article 3 of the ordonnance-loi imposes the obligation at issue: 'Tout étranger doit, pour entrer au Zaïre, être muni des documents et visas'. It creates the visa requirement that every other document here derogates from or operationalises; the 87-281 ordinance and the exemption arrangements operate under it.
This is the DGM Haut-Katanga instruction itself, on Ministère de l'Intérieur letterhead, signed and stamped, relaying note circulaire n°06/DGM/DG/796/026 of 21 May 2026: it orders that from that day ('QU'A DATER DE CE JOUR … MESURE SUIVANTE ETRE DESORMAIS D'APPLICATION') Ugandan nationals holding passports in course of validity are exempt from DRC entry visas for a stay not exceeding ninety (90) days. That single operative sentence grants the entitlement, fixes the 90-day stay and dates its commencement. The '(-)' marks are dashes on the typed form; the passage is quoted from a transcript of the photographed instruction, and the stored document — the citation target — is the photograph itself.
