Loi n°201/AN/07/5ème L creates the obligation: Article 3 requires every foreigner entering Djibouti to hold a passport visa'd by consular, diplomatic or immigration authorities (a visa), subject only to international conventions and bilateral agreements; Article 16 lets the air-and-border police issue visas. The ANT page reports how that visa can be obtained at the border.

The Agence Nationale du Tourisme’s official entry-formalities page states, in its visa section, that visas can be obtained on arrival at the airport, so an ordinary passport holder does not need to arrange a visa in advance; the eVisa is the online route but the border visa remains available.
