2.2 Holders of diplomatic, service, or ordinary passports from Ethiopia, Burundi, Djibouti, Mauritania, Tanzania, Uganda, Algeria, Libya, Tunisia, Egypt, and Comoros are eligible for visas on arrival.

The implementing regulation of the Immigration Law (Sharci Lr. 006 of March 2023), issued by the Ministry of Interior Security, creates the obligation: Article 12(1) states a foreigner may enter or stay only on holding one of the listed entry clearances, and Article 13(3) sets the stay cap. The AIC operationalises this obligation through the eTAS system rather than creating it.
The AIC expressly makes nationals of these eleven countries eligible for visas on arrival, so they need nothing arranged in advance and obtain the visa at the border.
