Rijksvisumwet art 5(1) imposes the visa requirement on foreigners seeking access to Aruba (one of the 'landen' defined in art 1(c)); art 5(2) exempts only designated nationalities and categories, which the Regeling vrijstelling visumplicht Rijksvisumwet implements. The obligation therefore originates in the Rijksvisumwet.
The nationality annex lists Ukraine, limited to holders of a biometric passport, so a Ukrainian with a biometric passport is exempt from the visa requirement. The stay for an exempt tourist is 30 days from arrival under Toelatingsbesluit art 7(3).

Visa, stay set by the visa
Holders of a valid multiple-entry short-stay Schengen visa are exempt from the visa requirement.
Holders of a valid multiple-entry visa for the United Kingdom or Ireland are exempt.
Holders of a valid residence permit for the Schengen area, United States, Canada, United Kingdom, Ireland, a Caribbean part of the Kingdom (at least six months), or the named French overseas areas are exempt.

The holder must be in possession of a diplomatic, service/official or special passport of the listed country, as marked in the table.
