The Ministry of Foreign Affairs of the Republic of Cyprus publishes the operative lists of third countries whose nationals require a visa for entry to Cyprus (Part A) and those exempt (Part B); these lists are what the border applies, and they implement EU Regulation 2018/1806, whose Article 3(1) creates the visa obligation and Article 4(1) the 90-day exemption, both directly applicable in Cyprus.
Each of these issuers appears in the Part B list carrying footnote 2, and footnote 2 states that the exemption applies only to biometric-passport holders, so the entitlement is visa-free entry conditional on a biometric passport.
