This arrêté, made by the ministers of the interior, foreign affairs, budget and overseas under the CESEDA, is the instrument that CREATES the short-stay visa obligation for the named territories including Guyane: Article 1(1°) requires a visa for entry, and Article 3 plus Annexe II create and bound the dispense. For Brazil, the arrêté du 31 juillet 2026 (unfetchable; reported by the embassy page) derogates from Annexe II and suspends the visa for ordinary passports up to 30 days/180.
Annexe II's heading fixes the 90-day/180-day visa dispense for the listed passport holders; the Ukraine entry grants that dispense only to holders of a biometric passport (unlike the other Western Balkan states, which also cover diplomatic passports) — a passport feature the traveller can verify themselves.
