Article 15.2 of the Migration Code creates the obligation — a foreigner entering Azerbaijan must obtain a visa — and 15.3 creates the only exemptions; the MFA's lists and the e-visa portal implement that delegation rather than create it.
US citizens are named as persons to whom a 30-day visa is issued at Azerbaijan's international airports, but only when travelling on the New York-Baku flight, so the visa-on-arrival route is conditional on that journey.
