The Immigration Act Cap. 190 s.9(2) is the instrument that creates the obligation: it empowers the Minister by order to require a visa of the passport of any country's subject or citizen, and s.13(1)(b) with Second Schedule Part II sets the visitor stay. The MFA visa table is the operative list implementing those directions; it describes the position rather than creating it, which is why the Act is the controlling document.
Each of these countries' rows states its nationals can stay twenty-eight (28) days and marks them 'No visa required', establishing the 28-day visa-free stay.
