s.5(11) as inserted by the Immigration (Amendment) Ordinance 2025 creates the current obligation — every person travelling on a passport issued by a country or territory in Part 1 of Schedule 1 requires a visa — and the same instrument replaced Schedule 1 with the visa-required list. It is the instrument that makes the rule, not a description of it.

s.5(11) confines the visa requirement to passports issued by countries or territories in Part 1 of Schedule 1, and the Schedule 1 Part I enumeration is quoted so the reader can verify the issuer's position on it. [Issuers on this row are on the list, so a visa is required of them before travel.]
