Law No. 6458 is the instrument that imposes the obligation: Madde 11 says foreigners staying up to ninety days arrive with a visa and caps the stay a visa or exemption grants at ninety days in every hundred and eighty, and Madde 12 defines the exemption categories. The Ministry page does not impose anything — it reports, per country, which exemption or route applies, which is exactly what a summary of Madde 12 does — so it is cited for the nationality and document-class facts the statute delegates rather than as the source of the requirement itself.
Each entry does not stop at the e-Visa website: it continues with the words that these multiple-entry visas are also issued by sticker application at the border ports, so a visa is available on arrival without anything arranged beforehand and the e-Visa is only one of the ways to get it.
